There's at least a 5 second delay between when I type something and when anything visually starts to change. Almost any task takes about 20 full seconds to complete. Just rebooted my Surface Pro 7+ and it installed new Windows 11 updates KB5021234 (2022-12 Cumulative update for Windows 11 for 圆4-based Systems) and KB2267602 Version 1.381.1771.0 (Security Intelligence Update for Microsoft Defender Antivirus) and now it is so sluggish and slow that it's completely unusable. Anyway I found this post which has some other options I'm going to try. I cannot disable it using ThrottleStop as the option is grayed out. Seems like a BIOS/firmware issue or possibly a common hardware issue like a bad thermistor. This is caused by a feature called BD PROCHOT which is supposed to throttle the CPU only when it's above 90C but all of the cores are below 32C so it doesn't make any sense. My CPU is constantly throttled to just 0.19GHz (it's supposed to be 2.4GHz). This seems to have fixed the faulty thermal throttling.Įdit: I've finally found the problem and it's apparently pretty common for Sufrace Pro 7s. Edit 2: I fixed it by going into the registry (regedit.exe) and changing the value of HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\intelppm\Start from 3 to 4.
